pants that don't stop just become overalls... or a apron with legs.

An overall either covers all your clothes (it has sleeves) or it has a bib. The pants don't just go up.
Where I'm from, we call them coveralls if they fully cover your clothes and overalls if it's just a bib
If they do, they're called waders.
These are not overalls. These are pants. With suspenders.
